Telangana State Subordinate Service Rules 1996 telugu pdf download Telangana Judicial Ministerial and Subordinate Service Rules 2019 and ts Revenue Subordinate Service Rules . This Rules  were adopt from Andhra Pradesh State and Subordinate Service Rules, 1996 vide TS General Administration (Services -D ) Department G.O Ms No 196 , Dated 28.05.2016. The AP Subordinate Service Rules issued by the Governor of A.P in exercise of the powers conferred on him in previsions to act 309 of the Constitution of India (G.O Ms No 436 GAD (Ser D) Dt 15.10.1996).

TS State and Subordinate Service Rules known as General Rules. These rules applicable to State Services All Gazetted Employees and Subordinate Service Rules to All Non Gazetted Employees . Apply to holders of posts under State and Subordinate Service whether temporary or permanent. and these rules or not applicable to to the holders of the posts appointed by contract or on agreement .

Rule No 4 : Method of Appointment

By any one or more of the following methods, as specified in the Special Rules applicable to the relevant post:

  • Direct Recruitment
  • Promotion
  • Transfers
  • Contract / Agreement / Re-employment/ Compassionate Grounds

Direct recruitment shall be made against substantive vacancies, which mean all vacancies in permanent cadre and all vacancies in the posts which have been in existence for more than five years. The percentage earmarked for direct recruitment should not fall
short of 33 1/3% in respect of posts in State Service and 30% in
respect of posts in Subordinate Service

Rule No 5 : Selection and Non Selection Posts

Selection Posts : Selection Posts applicable to all Gazetted posts . Such as All first All first appointments to a State Service and all promotions / appointment by transfer in that service shall be made on grounds of merit and ability, seniority being considered only where merit and ability are approximately equal, by the appointing authority as specified in sub-rule (a) of rule 6 from the panel of candidates. Such panel shall be prepared as laid down in rule 6 by the appointing authority or any other authority empowered in this behalf

Non Selection Posts : These Rules applicable to all non Gazetted Posts. Promotion/ appointment by transfer to non-gazetted posts which are normally treated as non selection posts shall be made in accordance with seniority cum – fitness unless such a member is given promotion for conspicuous merit and ability or such promotion or appointment by transfer has been with held as a penalty.

Rule No 6 : METHOD OF PREPARATION OF PANELS

The panel of approved candidates as referred to in item 5(i) above, shall be prepared by the competent authority in consultation with the Departmental Promotion Committee (DPC) or TSPSC as the case maybe, The appointing authority shall make appointment from such panels in the order in which the candidates in such panel are arranged in the order of their preference.

  • Panel year : 1st September to 31st August of succeeding year.
  • Currency of panel : 1st September to 31st December of succeeding year or date of approval of panel for next year.
  • Vacancies arising from 1st September to 31st August
  • The zone of consideration : 1:3.
  • The Panel can be reviewed after a period of 6 months after its approval to consider unqualified candidates who become qualified subsequently
  • A panel of candidates shall be prepared taking into account the vacancies not exceeding 10% of the total estimate of vacancies, ignoring fraction of less than half or 0.5 and rounding of fraction of ½ or more i.e. 0.5 and above to the next nearest number, as reserve to fill up the vacancies likely to last for more than 2 months on account of:-
    (i) deputation;
    (ii) training;
    (iii) long leave:

Rule No 8 : ELIGIBILITY FOR PROMOTION OR APPOINTMENT BY TRANSFER:

Satisfactory completion of probation in the category in which he / she is serving and acquisition of requisite qualifications prescribed in the special rules by the prescribed date

Rule No 9 :  APPOINTMENT BY AGREEMENT OR CONTRACT

Rule No 11 : TIME LIMIT FOR JOINING POSTS

Direct Recruitment : A candidate selected for appointment by direct
recruitment either through the Telangana State Public Service
Commission or through any other agency, shall be required by the
appointing authority to join in the post for which he has been selected within a period of 60 (sixty) days taking the date of dispatch (by registered post with acknowledgement due) of the appointment order as crucial date for reckoning the time limit.

Hi sir, good after non , i have small doubt sir, one person two promotions are taken in the year i.e 19.01.2021 1st promotion and 2nd promotion i.e 24.03.2021 withe in three months in GHMC Hyderabad, and fixation and RPS all taken, but has presently VRS taken him, proposal are submitted local audit department , audit GHMC has objection raced him, i.e how to fix the pay with out probation completion, what is the rule ? sir kindly if there is a rule position can inform sir,
